Add are.na channel resolver and shareable /q/ question pages.

Are.na channels import as garden scopes: blocks and nested channels
become items with explicit containment claims, rich cards, and
redact-on-removal refresh, alongside the existing GitHub resolver.
/q/:collection pages expose a shareable question over a garden scope
by seeding the existing pairwise compare flow.
