Fix GitHub resolver card ingest and one-thread-per-repo imports.

Store slug-github-card payloads as base64 so nested markdown fences cannot break DSL toggle masking, scope import threads to owner/repo, style cards in retro themes, and add Fly events.jsonl pull/push/filter scripts.
