Side B fixes a real multi-user bug (shared browser sentinel delegate blocking all but the first human voter) with a targeted change plus a new regression test proving two distinct users can vote; this is a genuine correctness fix with lasting value. Side A is a large but purely cosmetic CLI restructuring (renaming ingest to forum post, reshuffling subcommands and docs) that touches many files without fixing any bug or adding real functionality.
